So say, I have 200k total budget and 150k cap. Could I use cap space as transfer budget, as long as I have enough cap to sign a rider? |

The 150k cap space are actually "part of" your budget. It's basically the budget you are spending for the wages, the cap space is just the limit for total wages you can have.

The fine goes off your budget, not your salary cap. You seem to have got yourself confused. You sacked the riders who put you over the cap, so you cannot possibly be still over the cap.

Ok, I have few questions. They might sound stupid, but i want to clear these things in my head.
1. If my rider, Admir Admiric is 1st XP LVL rider, who is on 70/70 SP/ACC and gets to 3rd XP LVL until the end of next season, does he get +stats (f.e LVL2 brings him +2 SP, as well as LVL3 , is he now 74SP or 72SP?) for both 1>2 LVL and 2>3 LVL (talking about StatGains file and + stats from there)?
2. When we're going to decide how we want to train our guys and where we're going to write that?
3. What does the potential has to do with all of these things? Is the rider with higher potential growing up quicker or what?

2. There was a training section in your transfer file. There you could fill in which rider you wanted to train in what stat.

If you download the statgain file, you can see all the different ways to let your youngsters grow. The higher their potential, the higher their gains will be when they 'level up' (go from potential 1>2, 2>3, 3>4, 4>max).

I think you misunderstood me. I want to choose if my rider is going to be trained as Climber or Sprinet etc, not to pay money for him going from 70 to 71 f.e.
Or these 2 are the same thing...

For that you'll just get a PM at the end of this season / before the start of the next season. You'll be asked what you want to train him as, and you just say the one you want from the statgain file.
And not the same thing, i just misunderstood your question.

Makes it much easier now. Long post alert, but as i previously said i want everything 100% clear and it's surely better to ask now, then before i make mistake.
About my 3rd question and potentials: For example, i have a rider who's 70 on his every stat and he is 1XP LVL/ 6 potential. I want to train him as Stage - Racer, so i'll use this sheet in StatGains file. His stats are currently:
FL | MO | HL | TT | ST | RS | RC | CO | SP | AC | FT | DH | PR | | 70 | 70 | 70 | 70 | 70 | 70 | 70 | 70 | 70 | 70 | 70 | 70 | 70 | |
In his first season, he manages to get "only" to 2nd level, which should make his stats look like this, right?
FL | MO | HL | TT | ST | RS | RC | CO | SP | AC | FT | DH | PR | | 70 | 72 | 71 | 72 | 71 | 71 | 72 | 70 | 70 | 70 | 70 | 70 | 72 | |
After the 2nd season, he manages to get to another, 3rd level. His stats now should be like below.
FL | MO | HL | TT | ST | RS | RC | CO | SP | AC | FT | DH | PR | | 71 | 74 | 73 | 74 | 73 | 73 | 74 | 70 | 70 | 71 | 71 | 70 | 74 | |
He enters the 3rd season as 3rd level guy. Once again, he levels up to 4th level and his stats now are:

After the season 4th, he's maxed out and his stats are these below:

And now the main question. Once again, i repeat, he was 6 potential. What would change in that, if he was 7 potential? What would be his advantage, if he was 7 potential? Hope you understand my question, it seems quite weird indeed.

If he was level 7 you would be right. Level 6 progress is the one in teh line that says p=6.
At least that's how I have understood it.

The stats upgrade example you gave is for a potential 7 rider.
If you look at the screenshot of the table you linked above, you can see P=7, P=6, P=5, ... in the left column. This is the riders potential. Each row next to P=. shows the stats given for that potential.
