I said short. There's also a variety of riders who weren't neo-pros for 2014 that should be added

Another thing - can we PLEASE not have new HQs for 2014? The subforum is full enough as it is.
It was said before that it was not necessary. Who cares if there are more threads though? Pretty much no effect apart from just making things cleaner in my opinion. Think about Man-Game.

Herklotz wasn't a WT or PCT neo-pro in 2014. Like Benoot and a few others at junior/ct level who are talented

Of course, but those have nobody with their name around here
(Just wanted to point out that we should also include young guys that didn't turn pro as well )

Reda until Spetember 2014. That means he shouldn't be banned because he will be in a part of the season, and I don't want to lose him.

We can get him into the DB but without racing him until September 2014 in my opinion.

Nah, dopers will be removed.
I'll allow Kreuziger and Henao then, I think this is the list of riders that will be out next season, but let me know if I need to remove/add someone.

As of September no official case bas been brought forwards by the UCI on Ulissi, they've just passed it onto Swiss Cycling to decide. He was cut by Lampre because of their MPCC membership but officially there is no ban on him.
If you remove Ulissi you must remove Kreuziger who is currently under rather similar circumstances, in that he does not have an official ban but is under continued investigation.

Wait, so why are Swiss cycling deciding for an Italian rider,
also, Krueziger was cleared by the Czech cycling union.

Ulissi lives in Lugano and i guess that means he falls under Swiss control on the issue. I don't know it's just the facts of another confused situation. But he hasn't been banned by the UCI or Swiss or Italian federations at this point.
Kreuziger was cleared by Czech union yes but the UCI has appealed the case to CAS with the hearing some time in early 2015.
Both riders are still under investigations with the final decisions yet to be reached. Whatever you do to one i think you should do to the other to preserve parity to the managers in game.

ok, that is fair enough.
I would've thought that it would be the Italian agency's decision, because he represents Italy when racing.
