For everyone that isn't getting themselves a HUGE renewals fine, I don't see the point of the budget. What does it matter whether you have 700K or 2,2mio? How can that possibly affect whether or not you want to renew your sprinter, puncheur or climber?
Well, even though I haven't done any renewals yet, I guess knowing the budget means you can estimate the renewals fine, deals and trainings you can afford.
I personally don't think it would heavily influence my renewals, especially because the transfer period may still turn a lot of things upside down, as there are quite big numbers in play. But I guess there are managers who take into account every detail - as you would do in "real life". And that's fine for me. But you may want to give them a deadline, as in "real life".
none of the people who haven't done renewals have been delaying doing them cause they were thinking of all those things. It's real life problems (some of them), and some of them have simply forgotten/stopped caring.

Also, something that i think has happened in the past, that i think myself did last season, though not thinking on renewals, but for knowing early my budget (or i was told in Goals recolection, not sure). That you could fix the amount of points you want to put on your Goals (between 14 and 23), that is what defines your budget, not the exact race that you choose. You get to know your budget for renewals if you want, and when Goals come you have to pick exactly the points you said before
