Just download it. In PCM13, jerseys are in .PNG format.
For download and putting it in-game:
Right click -> Save Image As -> Choose desktop -> Go in C:/Program Files/Cyanide/Pro Cycling Manager 2013/3D/Cyclist/Cloth/Team and find FDJ's folder (should be "FDJ" -> Name jersey you downloaded same as the jersey of FDJ ( should be "fdj_maillot" ) and place it there.
When it asks if you want to replace old one,click yes.
