What I meant with the reference to the communist times was that Steaua, one of the teams that was favored by the communist regime, can have two teams in the first division and there's nothing illegal in it.

why are Cluj so low in Romania league??? they competed with Real Madrid a couple of seasons ago

At the beginning of the season there were problems between the board and the coach. The coach got sacked despite last season he won the league, the cup and the supercup. Now there is a new coach wich in my opinion is far from what Cluj need. It's a shame because i think they have the best rooster in the whole league.
