Our db, the biggest one concerning to track cycling, is finally ready to roll.
Here are the features:
417 riders, from many nationalities.
Correct names, and photos in the majority of them.

4 velodrome files, for using or changing between them. (made by Miya, JackyDurand and doddy13)
Starting gun sound file included.
We are thinking as well about lauching a v2, including:
Even more riders and nations.
Olympic shirts from all the nations in the game.
Some in-game screens, and the download link:
Download PCM-Portugal Track Pack
Download PCM-Portugal TRack Pack - Version Without Velodromes

Important: If you need Bermuda, Uzbekistan and Zimbabwe flags when starting a new career in road mode, please back'em up.

How is it a Track Database when riders who have never ridden on the track are in it?

Because they, on our perspective, would make a good track rider based in factors like their flat, time-trial or sprint capacity.

Simple, because the majority of that non-track riders was added to raise the number of riders from the countries who had less riders.
You can think that Bettini, Gasparotto, Pozatto and Popovych don't do track, and they don't do it normally, but we have some track race results with them in, even beating some other "pure" track riders who were already on the database.
The non-track riders out from that case that are from "great" countries can be counted with the fingers of my left hand and were only suggestions.

Wouldn't Bodrogi and Usov be good track riders?
They should be in it

I can tell that I thought in Bodrogi before...and Usov would fit fine as well. But it's Jolly the dbmaker, so ask him.

Seems they want to make a fantasy pack instead of a realistic one. I see nothing wrong with that.
Then again, why guys who are only good in 50km long TTs would make good track racers is beyond me :s

Wiggins sucks in a 50km TT. he's good in prologues, which are less than 10kms and usually about 5 or 6kms...which is the distance of an individual pursuit

You're absolutely right, but one thing that for example riders like Cancellara have, it's more resistance. Could be useful in the elimination, for example.
Seriously, don't go that way. This db is going to have about 400 riders, and only 17 riders are not even listed in the most "hidden" track competitions. That feature, if you wanna call it a feature, was to allow some players to choose that riders, because, first of all, the track mode of PCM, it's an arcade thing.
This pack have his part of realistic, and another part of fantasy, as isso says...
