Team Goals form a vital part of each team's season. In the short term, how hard goals you pick will determine your final budget - but in the longer term, how well you achieve those goals in the season will have a significant effect on your budget for the following season.
Going for harder goals could reward you greatly if you achieve them, but will punish you if you fail them. Easier goals will be less punishing if you dont achieve them, but they are in turn less rewarding aswell.
For CT teams and new PCT teams, it obviously isnt easy to pick goals without knowing what your team will be - so now is the time to decide which races you want to focus on, and you can then target riders in the transfers season appropriately.
Managers from last season will remember selecting Target Races at the same time as Goals last season. Target Races are still in the game, but selection of them will come at a later date.

Each type of goal has a cost, and every team must select 5 goals. The total goal cost must be between 14 and 23. There are also certain constraints on what type of goal you can select.
ProTour
All teams must have at least 1 Grand Tour goal
All teams must have at least 1 'Win' Goal - This means winning a classic or Stage Race outright (Including GTs and Monuments)
All teams must have a Team Standings Goal (This includes avoiding relegation)
No more than 1 goal per Grand Tour
No more than 1 Points/KoM Goal
ProContinental
This rule is specific to only PCT teams:
All teams must have at least 1 HC Race Goal
Continental
ProContinental and Continental teams have the same goals rules to follow:
All teams must have at least 1 'Win' Goal - This means winning a classic or Stage Race outright
All teams have at least 1 Team Standings Goal (It can be for Overall standings, or for a Regional Tour)
Teams cannot have more than 2 Standings Goals (Overall Team, Individual, or Regional)
No more than 1 Points/KoM Goal
And please note: The stage wins goals means stage wins. Overall race victories - be it a stage race or one day race - do not count. Also, stage wins are only counted from HC, C1 or C2 races - victories while participating on a wildcard in the ProTour do not count.
Submitting your Goals
ProTour teams: PM them to roturn
ProContinental teams: PM them to CountArach
Continental teams: PM them to roturn
Deadline
You should aim to have submitted your goals by next weekend. (Assuming the site is online throughout the next week) If you havent sent them in, without good reason, you risk losing your team in the game.

There is also a 6th 'un-official' goal that applies to all teams. This is to maintain an active Teams HQ thread that is of a decent quality. (Active and spmmy does not count).
Those who produce the best Teams HQ threads may be rewarded at the end of the season. Those teams who fail to achieve this goal are likely to be disbanded.

A quick query, more for the benefit of new CT teams.
All teams must have at least 1 HC Race Goal
I assume this is meant to only apply to PCT? I feel this is an oversight, considering the changes to CT from last year?

Good point that it should have been more clear.
But its not actually possible for CT teams to pick HC goals anyway

Question about PCT win goals?
In the PCT section we have a must win goal
In the CT section we have a must win goal
Does this mean we have 2 win goals or does the HC win goal cover both of those requirements.

You need 1 win goal as PCT team. This can be HC or C1.
You also need a HC goal. This needn`t be a win goal.
Of course you can have more than 1 win goal or a win goal in a HC race or 4 HC races etc. A lot of ombinations possible there.

I like the risk/reward game of the goals system and I agree that it is more fun to not give us the exact numbers. But right now I know nothing about the size of the risks and rewards involved and thus cannot make a well thought out choice between high and low goals.
So I have three questions:
- For a CT team, what is the approximate difference in final budget between spending 14 points and 23 points?
- What is the approximate penalty for failing a goal per point? (If it's not a linear function, the average would do.)
- Is the reward for achieving a goal the same as the penalty for failing it? (If not, is it higher or lower?)
Again; I'm not asking for exact numbers. Very rough estimates would already help a lot.

SN will be able to provide more detail if he decides it's appropriate, but I can tell you that the goals have a significantly bigger impact on your budget next year than this year, so going for very hard goals is not the best long term strategy.

I should probably mention that Tour of Norway is confirmed as ProTour, and FBD Eire Tour as a C2 race.

Goal performance acts as a multiplier for the rest of the budget. The reward/punishment goes off overall performance in goals - it isnt judged on a goal by goal basis.
I dont intend to go into too much detail tbh, as I dont see that as being good for the game. But indeed, the long term impact is greater than the short term - its a question of whether you try to use the short term boost to achieve the long term boost aswell knowing the risks, or whether you play it safer.
