Guess the Cyclist - Description V1.0

So, the rules are simple; Someone will post a description of a rider, and others have to guess it. The one who gets the right answer, can give a new description. You can either give a full description at the start, or add more the longer it takes to guess. Your choice .
I'll start this one off:
- I come from an atypical cycling country.
- I've been the best sportsman of my country on 5 different times.
- I had to retire from cycling due to my health.

Nice idea and good one for the start. I think it is not Kirchen,as Luxembourg is one of the most typical cycling countries.
Edit: Now i see that Kirchen is 5 times best sportsman in Luxemburg, still i would argue about that atypical cycling country

As the others, I have to say this - Awesome idea!
@ cio - Bäckstedt isn't retired. 
Can't see anyone more fitting than Kirchen, but just to guess something I'll say Sergei Ivanov. No idea if he's been Russia's best sportsman though.

And i also think that kirchen is the rider who fits the discription

@Avin: That might just be me using the word atypical wrong . Using it more in the sense that not a lot of pro cyclist have come from there, rather then it not being a popular sport there.

- For the past 5 years, my first race of the season has been the Tour Down Under

Yes it is.
Stage win of the Tour de l'Ain in 2009 is his only win he has ever had outside of Spain. (Other than Tour of Poland Points and Tirreno Adriatico KoM earlier in his career).
