But at least you know what team you have to build to reach your goals after this

I agree that it's not optimal. I have send in mine, but I'd like it if new teams would have the opportunity to revise their goals (with the same goal costs) during the last week of transfers. |

All Teams send in their goals and, depending on how stretched or optimistic they are (the goal points), you will be allocated more or less budget. You can then go after riders to achieve those goals during transfers.
Although it seems fairly crazy as a CT Team with no riders, it’s similar for promoting teams who may need a whole new set of leaders to achieve the goals they are setting.
You may well decide during transfers that your goal isn’t going to be obtainable but that’s okay! I think I achieved 1/5 goals last season but still promoted 
All part of the fun and the challenge

Agree with everything LLS said. Also CT teams have two OR goals where you can have two options with the same cost and choose one later.
I achieved 5/5 goals in my first season while building the team to the goals but finished 14th (or something like that). I probably focused too much on the goals, they aren't decisive in your future.

This is only partly correct. The C1 goal actually is a priority list, meaning that the first race of the list you actually compete in will automatically be selected as the goal race. But yeah, you can just decide to not apply for your first priority when you rather want the second one

As last year, I created the 2023 calendar in BBCode to use in the forum. You can C&P the code from the spoiler, and just remove the races you don't need.
So whoever wants to use it in some way, feel free to do so - be it in your HQ, season previews, or whatever...
There are again the regional flags for Basque Country and Catalunya, which however aren't official countries - so you find the Spanish flag there as well. Use whatever you like better.
I tried to do my best for multi-nation races to include all the countries using the stage departures and arrivals - but they might not be 100% accurate. Most notably, Luxembourg is missing from Benelux Challenge this year - which indeed seems to be the case according to the profiles.
Hit me up in case of questions or if you've got some ideas to make this calendar better/more readable. Also, please tell me if you spot any mistakes.

Benelux does not go into Luxembourg, you are right. However, I want credit for making the Tour of Northern Europe hit multiple countries in 2023, which was a call out you had this time last year.
Also, the Vuelta visits Gibraltar, so should that get a UK flag?

Last year we noted:
"We have added a mountain stage to the parcour for each of the races listed below. It will not be run or reported but is intended to change AI behavior. Testing has shown this resolves the GC bug where riders in the top 5ish in GC don't sprint. The mountain stage takes them all out of GC consideration.
This should make top sprinters a little more confident about achieving results in these races and likely makes the best sprinters a little better and the weaker ones a little worse."
I have done enough testing in PCM22 to know the GC bug is still there so we decided to leave the mountain stages in. However, sprinting is generally different on PCM22 so we will revisit after this season.

Sure, you definitely deserve a lot of credit for the stages I hope I got all ToNE countries; there's still one "anonymous" stage, which in fact might be held in yet another country.
Additionally, Scandinavia Open Road Race is now Sweden and Norway, whereas it was only one (don't remember which one) last year.
Thanks for pointing out Gibraltar, will add the flag (the specific one, though). Guess I also forgot Andorra last year, as well as Canada was missing for ToA.
On the other issue, actually quite shocked the GC bug still exists. They're just not doing their job correctly, sorry to say... But at least the 4th sprinter bug is gone, right?

Well, according to the Calendar, Tour of Guadeloupe is held in... Guadeloupe
I know it's a French "Département d'Outre-Mer" - but they're somewhat special cases. The UN has it as a separate country/territory, just like Gibraltar or Isle of Man, which both could arguably get the Union Jack instead of their specific flags.
As I said, just use the flag you want - I'm by no means a geopolitical expert. I made my thoughts, and am well aware that other people don't necessarily share them

Also just to clarify:
The Isle of Man is a "Crown Dependency", so isn't technically part of the United Kingdom of Great Britain & Northern Ireland, but is represented by the UK at an international level (as well as in Defence). In fact the Isle Of Man is specifically excluded from a lot of UK Law, but then adopts those Laws of their own volition (fun fact; the IoM was never part of the EU and now sits in a weird limbo state following Brexit). But Manx people are British citizens. It's all very complicated, but it should always really have a separate flag displayed regarding the Isle of Man TTT
Gibraltar, however, is an "Overseas Territory" but is very much not a part of the United Kingdom of Great Britain & Northern Island. It is however a Sovereign Territory. So if the Vuelta visits Gibraltar, using the UK flag would be perfectly acceptable as the race does technically enter the UK (whereas the Isle of Man TTT does not enter the Sovereign territory of the UK).
Use of the Gibraltar flag would also be acceptable, and honestly most Brits would be fine with that distinction being made. It's not controversial or contentious to either GB or GB (hehe).
For accuracy and consistency, the Gibraltar & Guadeloupe flags should then be followed by the UK & French flags in brackets, just as Basque and Catalonian flags are followed by Spain.
This lesson on British Imperial History was entirely unnecessary but a worthwhile way to delay my work by 15 minutes
