There are definitely some users that have played both, but to be honest, that number is probably much, much lower than in the past. A lot of the forum's activities are still taking place on old PCM versions, and a lot of people (myself included) are active on here for the forum games and real life cycling discussion. So not much going on in comparison of the newest PCM's.
If nobody's responding here, I'd PM a few members of the DB team (listed in the latest news article), and see if you get a response from them. They're the ones most likely to still be up to date on the newest versions, since they make Daily's DB's for them.
Wish I could help, but I don't have experience with either of them.

Im in the same boat as BBL.
I haven't bought the latest games either, for the same reasons.
I might pick up the newest one, when it comes later this year.
Didn't see your post the first time around. A few things have changed, though nothing groundbreaking.
Time trials are a bit different now, instead of just the usual yellow bar, you now also have the red bar to micromanage the effort a bit more, especially on shorter TTs.
The training system has once again been changed, you don't set training levels for individual weeks anymore, instead you set goals and the AI does a training plan around that. Good if you're a casual player, less great if you're into micromanaging.
In the race, the AI is supposedly more aggressive, but I honestly haven't played enough on either 2020 or 2021 to give you an analysis there.
There are also a (very limited) number of stages that now have "echelon zones", roads that are very open with heavy winds. This seems to be mostly pretty broken. If you want to and have the riders for it, you can completely blow up the peloton and distance many of your rivals by minutes if they've been initially poorly positioned. But it's an interesting feature, I guess.
Other than that, I think that's mostly it. The core mechanics of both career modes have not changed at all, unless I'm missing something. I'm not sure if I had bought the game if I wasn't working on the DBs.

Just a heads up (you may know this already), but the DB team released the 2021 EP for PCM 2020 as well, all the way through the final stat update in December 2021.
The 2022 DB is only for PCM 21, but if you're in mind to wait for a sale anyway, might just be worth waiting for PCM 22 on that front.

Yes, I usually buy the game quite a few months after release so I don't suffer the worst bugs, and the first thing I do while I'm still installing it is coming here and getting the db
So yeah I can't thank you guys enough for the wonderful work you do year after year. And let me tell you something, in case somebody from Cyanide is reading this: if, God forbid, you guys stop creating your db some day, it's extremely unlikely I keep buying the game.
No. The game have not changed in any meaningful way since 2012. It is a carbon copy of PCM 2020. It is a total waste of your money to buy the newest PCM.
Personally i don't get two PCM versions in a row - getting a new version every 2nd or third year is my routine. Trying to read a lot about the latest changes to pick the better versions over the years.
