You can claim a rider every time the title page says OPEN, if it says CLOSED you will have to wait until the current race is over - don't have to play every race - can just race anytime you like

Cost of Skill upgrade:
You can boost as many different skill’s as you want, but only +4/Skill
Skill up to 70: 2 Euro 
Skill 71 - 74= 5 Euro
Skill 75 -76 = 10 Euro
Skill 77 - 78 = 20 Euro
Skill 79 = 30 Euro
Skill 80 = 40 Euro
81 = 50 Euro
82 = 80 Euro

Also, is there a reason Bora specifically isn't available? Maybe a weaker team like CCC Dev or even an artificially added team would let more riders be available? Your call of course though.

NB: My system is not set in stone, after the first race I expect to take in suggestions to adjust either the price money or upgrade prices - but lets run one race first to see how it turns out.
