At the moment I am just using the suggested training plans that are provided by the CPU but just adjust my riders goals. However, by the middle of the season, my riders can get very tired. Is there a way I can sort this out at the start of the season?
Yes, in your training schedule. Play with the training intensity, schedule breaks when your tiredness gets above 50%. It is very easy to plan a training schedule for a year in which you'll never go above 50% tiredness.
I do get the issue where tiredness "creeps up." At the start of the season there is no tiredness predicted but after about halfway through the season some riders are on 75% tiredness. Is there any way I can predict the tiredness and alter the fitness plan at the start of the season?
When you are in a break time, you have no to participate to any race too, or riders can't recover, if you want to predict you need to program also race schedule for the whole year

This, or simply adjust the schedule as you go. Check it regurlaly, mostly after some tough races. If you notice a big spike in tiredness revamp your schedule again.
The simplest tip: roughly every 6-8 weeks, free one week (Monday to Sunday, not just seven consecutive days) from all races and put every rider of your team on break for that week.
Races in weeks that don't have +++ training add to the calculated fitness and tiredness predictions.
