Can someone explain to me why the hell the GC was completely neutralized and the maglia rosa finished 10 minutes behind on the final day with no problem?

Apparently there were complaints from riders and teams that the course was unsafe. And it wasn't just Froome and Sky doing the talking, there were some others involved. So after 3 laps the times were taken and that was the GC done with.

Not really got a comment on it tbh. It wasn't the best final stage design i've seen but i didn't think it was dangerous either. But whatever, the Tour's last day is ceremonial and the Vuelta's pretty much is as well.
