My two cents (all angles in the rider direction, not the camera direction):
Cav sees a gap to get to Demare.
Sagan does the same and closes it on him, causing body contact in the back and waist area of Sagan.
This causes his bike and body balance to deviate to the left, you can see the front part of his bike wobbling.
Sagan instinctively reacts with his only body part that allows him to rebalance, his elbow (knee would work but is obviously busy).
The first little flick is as a reaction to the body contact, the second larger flick is as a reaction to the imbalance.
Cav already goes down from the initial contact and the first slight elbow twitch, the big one doesn't even hit him or at least has nothing to do with the crash.
And maybe it is only me, but it nearly seems to me like Cav is swerving a few cm to the left into Sagan before any contact, being scared of the barriers.
The only punishable offense would be closing the gap on Cav imo, and it is far from certain that was intentional or even with malice. The elbow thing is completely irrelevant.
I do not mind a points and time fine, I would mind a DQ.

He is in top form. Wouldn`t be too sure about it. He got some nice points yesterday on a difficult stage and also has the speed to win on pan flat stages this year.

You sure about that? The intermediate sprints on every stage regardless of type give 20 points for crossing them first. All he needs to do is to get in breakaways in the mountain and hilly stages and win the sprints.

Looks like 6th green jersey is very difficult now. Good work by ASO to give Frenchmen nudge ahead in that competition. At-least he they had guts should have DSQ him completely.
But no his popularity means they want him in race too.
Double standard of ASO. They want have cake and eat it too. |

Well pretty much all the intermediate sprints in the mountain stages are before the mountains, so I'd say there is no chance for Sagan to get the green jersey this year |

Following PCS he is down to 15 Points, which means he lost his points from today and another 35 points penalty (he had 50 after yesterday). Pretty interesting decision. I bet they wanted to make the fight for green more interesting. Last year he won with 250 points in front of the 2nd ranked |
