It's not hard to look up the potentials of riders using an editor, such as the fast editor. You can filter on birthday and then sort on potential.
From the top of my head, Egan Arley Bernal, Sam Oomen and David Gaudu should be quite good in the future but there will surely be more

Youd probably want to look at Orica, they have a lot of young guys, not only the Yates, but only some of the young Aussies are really promising, Haig, Ewan, Edmondson etc.
Then you obviously have Gaviria, but QS dont have that much else.
Movistar have Carapaz and Soler.
Androni could be cheeky, they obviously have the monster talent Bernal, but also even younger prospects. |

Quickstep also have Mas, Cavagna, Martinelli, De Plus and Schachmann (unless that matches your definition of that much else )

Does the fast editor work for 17 then? did not know if it was updated for it. |

It hasn't been updated since PCM 11, still works like a charm
Same for Excel Editor, last updated in PCM 12, or the good ol' reliable Full Editor, made for PCM 08

In the fast editor, use a filter and then a ''>'' for 31121994 (is that the order?). Make sure to have Use Lists in Grid (not entirely sure if that's what it's called) unticked in your settings
