Pretty sure I read this rumoured a little while back so not to surprised it's happened, considering all that he's gone through in the last couple of seasons I can understand why he might of wanted a move to a new environment to try and give his career a little kick along. Hope it works out for him

Whilst he may have been on Spanish teams, isn't the language of the peloton mainly English or French nowadays, in as much as it's the most common language used to organise things between different teams?
If I'm not mistaken in thinking this then it makes a little more sense in as much as he would likely already know the language (or at least enough to get by in the squad) as opposed to signing for Lotto or Lotto where the Belgian (does it have it's own language?) or Dutch Language is something he'd have to pick up along the way.

And so they have to give Sanchez another year contract so he can translate for Ventoso.
