Scott Thwaites signing with Dimension Data...didn't see that one coming and I'm pretty sure that Bora will bite their asses with that. For Thwaites a fair move as he won't be outshined by Sagan and DD hasn't got that outstanding classics leader (don't say Boasson Haagen)

“I want to push on year by year and keep on improving,” said Thwaites. “I want to try to get closer to the top 10 and the podiums in the future. With Sagan coming, I would be taking a step back and going into a worker role which is not what I want to do.”

Luka Pibernik to Bahrain - Merida. Considering that Pibernik is currently a Lampre rider out of contract with them (until he signed with Bahrain now) and the plan of Bahrain for acquire Lampre's existing contracts for 2017 tanked, looks like they've set their sights on the availlable Lampre riders for next year. Among them is Rui Costa, who comes with handy of UCI points, but IDK if Bahrain will want to comply to his financial demands

will Bahrain be a 2nd division team? cause if all Bahrain, Lampre-China and Bora have their WT entries we are one team over the limit if I'm right!? In my eyes Bahrain is the only team of these that didn't announce to ride WT next season

Well, from what I've heard according to the reforms the last placed team in the WT standings (as of 29 August it is Dimension Data) will have to fight to remain in the WT for the next season and will fight with potential new candidates. But I think UCI will retain the current status quo of 18 teams and everyone will be happy

Bora have Pro-Continental license - just because they have $agan doesn't automatically mean that they have guaranteed WorldTour license.
If someone provides a proof that Bora already have World Tour license, then - case closed
