Hello there,
I. Are the cyclists stats contained in the current values so realistic that even outsiders can get good rankings ? I mean in each league.
II. If during the career enough cyclists of all nations done?
III. Why nobody has less the stats of 60 ?
IV. Some riders aren´t in correct team,for example Stalnov has contract for Astana. In PCM Daily free agent.
V. Why German riders have poor stats ? Nerz,Politt,Arndt etc...

1. Well of course yes, of course realism of stats changes from db to db. I'm biased so won't say anything but sure as heck Daily DB's stats are realistic.
2. ? You mean are there enough regenerated riders? If so, yes, we made sure the regeneration of riders would be realistic.

4. He has a contract with Astana City, a team which is related with Astana but is not in the db.
5. If you think they are underrated post that in the stat discussion thread. But considering you're probably slightly biased at least and slightly exaggerating saying they have poor stats, I think you should look at their stats comparing them to similar types of riders, and you'll realise people like Politt have got stats exactly according to their performances.

Is it guaranteed that Nibali,Krujiswik,Chaves etc.. will also start at the Giro 2016?
Is the Tour de France start 2017 also in Germany in the game ? |

To add to togo's response, that's because TDF 2017 route wasn't revealed yet. Since we can't see into the future, a route for the 2017 TDF wasn't included in the database.

Another case -> During career,especially in 3D Game some teams have frames which I dont like. For example Trek-Segafredo use the frame color red,how I can change colour to white ?
AG2R use Focus frames,who I can change to another bike equipment ?

Well that's the color Trek uses in real life too. You can download another model of Trek Madone and put it in your 3d\cyclist\cloth\equipment\frames folder and overwrite the 4 dds files related to it.

If you mean how, you can do that in dyn_brand_contract.
Last, I wouldn't say togo's response was unserious. Both those no's are correct, so I don't see where the problem stands.

how many fantasy riders will be generated during & after a season ? I play with 125 Team without U23 teams. I hope enough cyclists will be generated.
How I can edit prize money for each UCI-Class ? |

You can't know exactly how many... but they sure are enough.
How I can edit prize money for each UCI-Class ?
You need to do that in the xml files found in the xml\classificaiotns folder in your main pcm folder.

Pretty sure there are ~200 newly generated riders each season.

in DYN_BRAND_CONTRACT the last line is ID 545 Touch Africa,so just continued with ID 546 etc... or other way ? |

To add brands to dyn_brand_contract, you need to add 5 rows for each team, the first one for frames, then wheels, groupset, helmets and glasses,lanxess.
