The game randomly said I had scouted this Colombian guy for 197 days although I had never seen him before. However, he looks like a solid talent to say the least.

No, the game will assign the file "_procyclist_photo1.tga" to any regen whatsoever. You either replace that to a photo of your liking or there's no other way.
