He was 10th in the same timetrial last year. Him and Sagan will need to get some seconds today if they want to stand a chance. Still Tejay's race to lose.

Assuming everything stays the same, I give him a good chance. If it were any longer, Van Garderen would be the better option, but he can handle this distance quite well.
