Hard to pick really overrated riders, looking away from the hyped youngsters. Edvald Boasson Hagen was really overrated a few years back, but he seems better and not as highly rated nowadays.
If you ask me, many climbers are underrated. Take the likes of Hesjedal, Kruijswijk and Rolland for instance. Great riders, who don't get the praise they deserve.
Marco Haller is another rider I think will be great in a few years time. Held up by all his work for Kristoff, but give that man some chances for himself, and he'll be awesome. Same goes for Trentin. Very much alike those two.
Simon Spilak also very underrated. A pity that he only finds it in him to deliver in week-long stage races in bad weather
Oh, and Kwiatkowski. Horribly overrated.
I agree to everything you mentioned excluding the climbers. Rolland is very much respected since his great Tour year, and couldn´t really hang on to that the years on. With Kruijswijk I agree with you, he was hyped a few years ago and when the hype was over he came out with a stunning Giro this year. Hesjedal is kind of called a superstar in my opinion, but that´s still due to earlier results. He is very much enjoyable with his riding style, but not the star athlete he´s made to in my (very much critizisable) opinion.
In general too old and too young riders are often overrated, while mid-age athlets from Pro-Conti/CT teams and domestiques from WT-Teams are often underrated...thinking of Theuns f.e....

How does that make any difference in the question if they are overrated or underrated?
because we are talking about the general point of view in cycling (based on team managers, riders, commentators, newspapers,etc.) compared to our point ov view for current cycling

I disagree with Cance and Devolder...Cancellara is still counted as Top3 rider in cobbles and TTs, and he is definitely not more...Devolder is living up to his old success and was a disappointment for most cycling websites and newspapers last season...
with leukemans I agree with you, but he can´t be overrated anymore as retired cyclist...
I've always felt Joop Zoetemelk is unvalued in historical discussions (speaking of Dutch stage racers). As are a hell of a number of golden era cyclists because they are overshadowed by the huge names of yesteryear.
@Tafiolmo Giampolo Caruso is underrated,agree.Daniel Oss and Matteo Trentin as well
@Spilak23 and valverde321 Yeah Cunego was definitely underrated.Especially his climbing.Kangert is also heavily underrated.
@Paul23 Don't see Nibali and Aru overrated at all.Aru is a great climber who is a bit below the top 4.And Nibali is a complete package;just below Contador/Quintana/Froome in climbing,very good in time trials,a great classics rider who has won Lombardia and podiumed MSR and LBL.
@TMM Yeah,agree that Zoetemelk is underrated.
@Smowz I think that Ben Swift is underrated.Jelle Vanendert is underrated a bit as well.Tom Jelte Slagter is heavily underrated imo.Sergio Henao is also underrated

I also think that Hennie Kuiper is underrated a lot.
I also think that Jerome Coppel's TT ability is underrated.
Tejay Van Garderen's TT ability is very overrated.
Damiano Caruso is another rider who is underrated along with Daniel Navarro.Daniel Moreno is underrated as well.Simon Spilak is underrated as well.

I strongly disagree with Kreuziger being underrated. He didn't lived up to the expectations of being solid GC rider. And also Majka is now in the role of "in case Contador is injured" rider

Yep,Vuillermoz is another one who is underrated.König isn't overrated imo.If anything he is underrated.Kelderman is overrated though imo.Matthews isn't overrated.About Uran he had a bad 2015 but I don't think he is overrated.Great TT-er and on Bardet-TVG level in climbing.Agree on Bennett being underrated.Agree with your list about underrated riders btw.
I also think TVG's climbing may be a little bit overrated.He is too inconsistent imo.
