Yes.
After a crash riders will hold cars and sticky bottles, etc. just bend the rules and the commissionaires will turn a bit if a blind eye to it, given their misfortune, Nibali just bent the rules a little too much.

78MTN would be a good rating for Dumoulin. 78MTN riders usually don't keep up with 80+ MTN riders going for the win. Don't forget about all the 78+ MTN riders Dumoulin beat before stage 20. |

I think we've more or less settled these stats for Ewan and Gaviria. Ewan justifies his stat by beating Sagan and Degenkolb in an uphill sprint and Gaviria cleanly beating Greipel who is quite a few points above him anyway. Putting Gaviria less than 78 makes no sense as that would make him the same speed as one of Greipel's leadout men and he's clearly faster than that.
Also worth noting that a lot of these are based on performances at the Vuelta which is usually not a very sprinter friendly GT anyway and a lot of these riders won their sprints after hilly stages.
Ewan: SP: 77 AC: 80 HI: 73
Gaviria: SP: 78 AC: 78 HI: 70
Trek seem to have a lot of improving sprinters this season:
Nizzolo: SP: 78 AC: 78 HI: 71
DVP: SP: 77 AC: 78 HI: 67
Stuyven: SP: 76 AC: 75 HI: 72
Sbaragli looked pretty good as well in the Vuelta:

Agree with your sprint stats, although I would give Stuyven 73 Hill and 75 Spr instead.
I think I got Poljanski to 75 and Hansen to 74, but not 100% sure.
