Except the Scouting in PCM14 is broken. You can have 2 scouts with Legendery reputation and 10 in some stats, and some riders is 'Future great' and others are 'Promising', then you look in the database, and you can see the Future Great guy have 4-5 potential, and the Pomising is 7-8 potential.
Also tried to find some 'Worth Watching' talents, and some of them got 7 potential. I can't seem to fully understand how it works :-)
@topic: I think 15 is better, better stat contribution, newer riders, better database. Also the game runs smoother than 14, its like 15 uses less cpu power than 14, maybe its coded a bit better. Also 15 got Pro Mode, so you have something else to do if your career gets bored ..

You know that the line they are given isn't their potential. it depends on your stupid's scout his experience in the rider, if the rider is cobbled and your scout isn't the potential he gives is shitty. that's why you see youth riders being contracted by World Tour teams if there stands No Potential, your scout just haven't got enough experience in that Area
the scouts in PCM 2015 are the same, they have stats from 1 to 10. but you can't see that anymore because they limited it. just give up, scouting in pro cycling manager 2014 was just better, pro cycling manager 2015 is better for the rest
