Please open the last db and sort the riders by their team, copy your entire team and paste it in cell A1 (the red one). Then open the table U23 selection. There you'll see all your riders listed, next to them there is a field either colored red, green or orange. If it's red the rider isn't eligible for your U23 team, if it's green or orange the rider is. The field will be orange if the rider has an average of over 71 or is already 23. These riders will also benefit from the U23 team but not as much as other riders.
Your U23 team needs 8-10 riders.
When done send me columns A-G of the U23 Selection table.
Took a look at this. Cell a1 on the Your Team tab isn't red. And I think I put a 1 in column F to indicate a rider for the u23 team. Is that right?

As I did some math for myself before research started: In research file where you have those training packs, you have those points from 0 to 6.
For every 100 you spend on training, this is approx. the outcome you can get:
From 1,5 to 3 small stat points when there is 1 in the table
3 to 6 - 2 in the table
4,5 to 9 - 3 in the table
6 to 12 - 4 in the table
7,5 to 15 - 5 in the table
9 to 18 - 6 in the table
To see "small stats" for example just download latest DB Bikex uploaded and check BaseStats, StatMatrix will show what number your rider need for specific stat.
Fe:
76 stat is described as having at least 307 small base stats. 77 needs 351. So to increase certain stat from 76 to 77 your rider needs 44 small base stats.

So in a way it can help to increase the speed of progression for younger riders, or improve an older riders (main/big) stats if enough "small" stat points are gained to cross the threshold for a higher "main" stat based on the stat matrix tab?
I took up a loan and sold my house on top to get Contador from 81 to 82. In the latter stages it becomes really quite expensive to improve marginally and puts a huge investment on a team. Thankfully the steal system is abolished, so those investments can be better protected. It is really a lot of fun to play with it, especially since it is so dynamic and less static the ManGame which is pretty set in stone. Wait for the dev file at the end of the season, dream come true to re-adjust and develop young riders.

wait...I never heard about it, this means that a rider with 79.7 AVG with AoD 33 will start to lose stats at aged 31?

The AoD changes when a rider is 25/26. A rider that is already at such a high average stat at that age will get his AoD changed to 31. This is done to reduce the maximum number of prime years a dominant rider will have at the top of the DB.
If a 30yo rider has an AVG of 79.7 and an AoD of 33, he will start lose stats at age 33. The change of AoD only happens once and after that point in time, what you see is what you get.

As knockout mentioned, but a small but important correction: a rider who has AoD of 33 will have the first decline at age 34. E.g. look at Nibali.

You find it in the research file. There isn't actually a fitness trainer, you just pay 20 to add 1 RD (to one rider), 40 to add 2 RD, 75 to add 3 RD, 125 for 4, 200 for 5.
Try and plan Nerz and see if 1, 2 or 3 extra RDs help him, I don't think it'd be worth it for your other riders.

Ah, I understand now. I misinterpreted and bought one fitness trainer thinking it would add a certain amount of RD/avg to a rider. I'll see if I can use that one extra RD on Nerz and make a profit out of it
