It has to be 556 KB. Make sure it's saved as 32 bit TGA.

If you have replaced the old shirt, and it's named correctly, and it has the correct size, then it works. So obviously, there's something you're not doing entirely right

I've made Gilbert's championship shirt.
The shirt was a bit tricky. He uses two different versions, one when he rides, and another when he is on the podium.
Of course I made the jersey as it looks like when he rides:
