Shamefully, no. The flags for PCM14 are HD (64x64 pixels) for the first time in PCM series, which means they aren't compatible with previous versions unless you resize them all (there are few tricks to resize them all quickly, but that should take some time to learn and needs Photoshop CS6). What I recommend for PCM12/13 is fcancellara's flag pack, which is really similar to my pack (by both design and amount of flags) and should be compatible with PCM12.
