I created a second batch file (named it backgroundexporter.bat) that is the same as the original except it embeds the altered size parameters so I don't have to keep re-typing them. I run the first bat file to create the mini_malliot and the second to create the background. Not a big deal, but it makes it easier for me.

I took the bel_maillot out of the following map: \Cyanide\Pro Cycling Manager - Seizoen 2014\3D\Cyclists\Cloth\Team. Than I put it in the given Team map in ExportJersey, with the settings changed to -width 1024 -height 1024 -camera 1. After processing the batch I got a .tga file of 4 MB. Replacing the old background of bel_maillot with a size of 1 MB in the Background map gives the default option in the game, whereas the old file used to work. So the game does not take the converted output file. What could be the reason for this?
