Installation:
1. Open the file with 7-Zip or similar.
2. Open the 'Pro Cycling Manager - La Vuelta - Temporada 2013' folder and extract the content to your main PCM-folder.
In most cases, this is Program Files/Cyanide/Pro Cycling Manager - Season 2013.
For Steam users, it's Program Files/Steam/steamapps/common/Pro Cycling Manager - Season 2013.
3. Open the 'Pro Cycling Manager 2013' folder and extract the content to My Documents/Pro Cycling Manager 2013.
4. Open the game and pick the CFQBase_v2.cdb database file in the Options -> Database tab.
