RSM News DB 2010 Fix

To avoid corrupted downloads and speed up the downloads a lot, we recommend using a download manager.

A bug in the DB (only experienced by some users, not all) resulted in this fix.
- Interface reset to default
- Fixed stages (Giro, Tour)
- Tunnel at the Champs Elysses now correctl (missing textures added)
- Graphic update (Jerseys, Mini shirts)
- Colombian championships postponed to June (Career restart necessary!)
- 1 new race (Hel van het Mergelland) (Career restart necessary!)
Open the .rar file. Extract all the folders to Program Files/Cyanide/PCM. Then extract RSM-News_2010.cdb to My Docs/PCM/Database.
Also, in the UserHome folder, there's a Local.cdb. Although the readme.txt says otherwise, I'd extract it to MyDocs/PCM
