The new version of Evans89's DB (formerly known as Rasmu89). It's a French database, so expect French riders to do well  It includes a lot of graphical updates: lots of accessories, new fonts and logos, new mini-jerseys, lots of new graphical in-game stuff such as tank stations, new stages of Tour de France including Miya's add-ons, other Miya-stuff and much, much more.
Also, on the sound-part, it has new music taken from the Tour de France. Also got new French commentary.
Installation: Double click the .exe-file and follow the instructions. When asked where to install, point it to your main PCM-directory (f.e. Program Files/Cyanide/Pro Cycling Manager 2007/)
