Which tables and columns store forced withdrawal information?

Which tables and columns are used to determine the time gap margin that forces riders to withdraw from a stage race? In other words, sometimes riders that are 2 hours behind the overall leader are forced to withdraw, sometimes riders that are 5 hours behind the overall leader are forced to withdraw, and sometimes it seems like riders are not forced to withdraw from some races no matter how far behind they are. I have looked through the database and I just can't find where this is located.

The reason I am asking is that I keep having more than half of the other teams' riders withdraw from the grand tours. So I end up having a huge advantage against them because I still have my complete team. It was interesting the first couple of times, but now it is annoying.

People withdraw after roughly 30 min behind on flat stages, 45 on hilly and 1 hour on Mountain stages. I recall someone saying that it is hardcoded, so I doubt you can modify it. However the point is that you can be as far back in the overall as you like as long as you are within the time limit on each stage.
