How to add more nations to world championships?

Any way to add more countries, more riders, etc. to the World Championships? I know how to get the countries up to four time trialists and nine road racers each, but I was wondering if there was any way to get more than 20 countries into the World Championships without PCM going nuts? In real life, after all, aren't some forty-odd countries represented?
