How do you add an Avatar picture?

When I try to edit my profile and add an Avatar it always comes back as unsuccessful...but not for the Avatar being wrong (100x100 and 30kb) but it says my Username and email address must be added, which they are already and re-filling in the boxes doesn't work.

Anyone know a possible as to why I cannot edit and add the Avatar???

Much appreciated.
