It's an Italian amateur team from the area where he lives (when he's not in Mexico, that is).
He wanted to get a license in Denmark as the Danish Cycling Union used to ask for, but now that he wants it, they don't want him to have one in Denmark, supposedly because you have to live in the country where you have your license.
Now, think of cyclists who have a license in a country where they don't live. It'll be many pages long, I think.
About the Vuelta, I don't think that he believes he'll make iit n time. He's been trying to get a spot on some of the Danish Continental Teams, but with a clause in the contract saying that he can move to a bigger team should the chance come. |

I understand why, but the team started with supporters money and that is truly something great. And the ide of a team that only attacks in mountains stages is great. |

8 team are looking to get a Pro Tour licens for next year, Bbox, Cofidis, AG2R, Milram and Lampre is asking for a renewal, while RadioShack, Team Sky and Skil Shimano is asking for a licens.
Amstel Gold Race, Ronde vvan Vlaandern and Tour de Romandie has also seeked for a renewal fo their Pro Tour licens, so is Tour Down Under even though their licens isn't runnning out till 2011.

Properbly, but atleast one of the teams will get a no, as there is only room for 20 teams in the Pro Tour.

In my opinion Cervelo is clearly the smartest team here. With the talent they have, they are guaranteed a wild-card into any PT or HIS event they want to get into, but not being in the PT they don't have to go to Poland or Benelux or what not. That allows them (along with the less riders required for Pro Continental Teams) to field a smaller team, and therefore spend less on salaries but still be able to go to all the major races they want. Meanwhile teams, like say, Cofidis, are forced to spend money on riders who shouldn't be on a PT team to fill out their roster, hurting their ability to make a run at any top-level riders who become free agents. Radioshack has to go Protour, because Lance on a CT-team would make weird press, etc, etc, but I think Sky would be well served (provided they have a very good roster) to follow Cervelo's example.

They have to because of political reasons. McQuaid has to have Lance in the Protour. Lance coming back is a huge marketing and fundraising opportunity for cycling, and with the Protour being the one of the two things that McQuaid really needs to fight for right now (the other being cycling's economic viability) McQuaid needs Lance in it. |
