Buying riders?

I am new to the game and I'd like to know if it's possible to buy riders from other teams when their contract is not finished. I read the manual which says it's possible but I couldn't find those buttons on the interface.
So what's true?

You can't buy riders from other teams unless the contract expires

So, there is not so-called "make an offer for the rider" button, right?

This feature was removed from PCM09 to make the game more realistic. Wink

PCM 09 is the original, it is this years edition

You could in 08 but it was removed as Stuart says

It's just the manual that uses some things from older PCM's.
