How to edit name and surname DB?

Hello...
I want to know is there any way to edit name and surname DB for scouted cyclists on career mode?

In the Local.cdb, there's two columns called STA_newrider_lastname and STA_newrider_firstname. This is where you can change it.

How can I open it?? Official DB Editor don't recognize that file... Sad

EDITED: Nevermind - I find it out!! Wink Now I only need Latvian country ID!! Smile
