Who is the best way to progress of young riders

You should hire a mythical trainer and set him to train your young talent. After that you should let him ride in races that are the same level that your rider is. I.e. when rider have level 1 he should ride in 1.1 or 2.1 races, level 2 - 1.HC 2.HC, level 3 - Pro Tour and championships races and level 4 - Grand Tours and major clasics.
