Change WC startlist in career

Hi

The world championships are getting closer in my career, and I want my national riders to participate. Unfortunately, their country is too bad for participating.

How can I change the startlists for the WC races? And is it the CQ-ranking that shows who's gonna participate? And how many national teams can participate?
