In the official DB editor there is an option for former national and world champion. Does this allow a jersey to be given to a rider with their national colors along the sleeves and collar? If so, what name should be given to the jersey file?

Nah, those are left-overs from PCM07 when the feature was in the game. For some reason, it's removed in both PCM08 and PCM09.
