Playing Daily DB v3.2

Having some issues I'm having is the scouting. At the first playable date (is it jan.01?) I sent my, polish international rep, scout to Sweden. Now, it's 19 of april and I still haven't received a single report. Is this normal?

The knowledge bar thingy isn't even half full. Surely this influences the resuls somehow, but I'd still think I would have some report by now. Can't remember it taking this long with other dbs (Although it's probably 6 months since I last played the game).

There's not a lot of talents in Sweden, meaning that only few will be found each year. So yes, it's perfectly normal for a country like Sweden.

I can find at least 5 in the u23 race results. Shouldn't at least those 5 appear in the scout reports?
How big is the impact of the scout quality? More accurate reports? More scouted riders? Quicker reports? etc

They'll probably appear sooner or later. I found several Swedish talents during testing, but it took time.
