Can someone explain what the maximum increase collum in the CLE editor stands for?

It's how much the rider can progress in his five best abilities (not counting downhill, acceleration and fighter)

Well, for the PCM.daily DB, we used a 'same for all'-system:

In DYN_cyclist, in the maxpotential column, we used the following standards:
pot1: 310
pot2: 325
pot3: 340
pot4: 355
pot5: 370
pot6: 380
pot7: 390
pot8: 405
