On the pcm daily 2009 db, i think i read that the tdf route is the one from 2003? If so, howcum stage 12 isnt a TT??

You read wrong then. The TdF route (in V3) is a fantasy stage race made by Bilbo Baggins. However, the variant in 2010 is, as far as I remember, the 2003 route.
