Can not open DB

I hve just downloaded the V3 of the DB and when I open it in WIN RAR, by double clicking on it, A message pop up teling me that it can not excute.

could somebody help me please.

I need the full error message.

Besides, there's not really point in downloading a non-working DB.

sorry it work i just had to open it as an admin otherwise my computer refuse as it was a unknown file??
