What is easier, make new or replace old stage

For the Cyclocross DB I'm wanne start with adding the races, but if you will give the stages an other date (month specially) there is the posibility that there wont be any good riders. So my question is what is easier add new stages or replace the old ones?

And can you also please explain the easiest way, so I wont have any problems after it. If thats finished most of the work is done, so a faster release is garanteed!
