Training when Fatigue his high

If a rider's fatigue is high (over half); however, the season is only half way over, should I just remove the training program altogether until his training fitness comes down below 60? Or should I just assume the training program expected that and his fatigue will come down when he's not training so hard?

Any guidance here would be appreciated.

That's the ideal way to do it, I guess. Do whatever you can to get his fitness level below 65, and his fatigue will start decreasing.
