I am relatively new to cycling and since I have found this game have done nothing but play it. Am getting the hang of the regular level now and thinking of moving up one rung of the difficulty.
Out of curiosity, I was under the impression that riders get the same time as the previous rider to cross line if they are within 1 second of his time. However, while running a race tonight, I clearly beat the second place rider by a good 18-20 seconds and it gave hime the same time as me.
This wouldn't have been too big an issue if I was not in 2nd place in the GC at the start of the race and the race leader was the one who finished second and I ended up finishing 2nd in GC by 2 seconds.
Just curious if I am mistaken or is this just the way this game handles these situations. And if so, what does the gap have to be for the game to recognize a different time.

You have picked up on an issue many people have with the game, this situation often happens and only hilly stages there can be a 2 minute gap between groups but if enough riders are strung out inbetween the time is recorded as the same.
This setting can be changed in the data base for each stage hence making this less likely however because of the size of the model this may lead to riders being counted as in seperate groups even when folowing one after the other.

To go into specifics with what mb2612 said, it's possible to regulate the time when a new group is considered as such. There's four settings: 0 (used for time trials), 7 (used stages ending on 'high' mountains), 10 (used for 'gentle slopes' and 20 for stages ending on a flat terrain.
Most stages end in flat terrain and therefore have the setting of 20. It can be annoying at times, but as mb said, setting it lower for flat terrain stages would probably result in other annoyances.

Could you point me in the right direction of the file to edit and the line of code to edit? I tried to find it last night but was not sure I was locating the correct line and don't want to mess up too much.
Well, the setting is set for each stage in the game, so it's a quite 'tough' job to go through them all.
Anyway. Of the easy editors, you can use CLE-ditor to edit the time gaps. Download and install, open the database you're using (or the save game if you want to edit your on-going game), go to Races and find the races that you want to edit. Click the "Stages" button and then click on the stage you want to edit the time gap for.
You can also edit it with Hannes Converter. In this case, you need to open STA_stage and find the column that says something about time gap (I don't have an editor right here, so can't look up the exact name). Same procedure if you want to use Advanced Editor.
