I have a doubt about how to train right the cyclists on PCM, how to put them to rest, how to enhance an attribute,
for example, i needed to rest Contador, then i stopped making him race, and removed the mountain traning, but his fatigue kept the same, but his condition dropped, he was 91, went to 80, and nothing got better.

The fatigue bar you see is the accumulated fatigue, it will never go down (until the new season starts that is). You just have to manage it and make sure it doesn't grow to fast.
Stopping him from racing means that the part of the fitness that is related to the racing days in recent weeks will go down. If you want it to go up again so you have him on a good form in day X you have to have him race a couple a races before that day.
There is a different part of fitness that is related to training and that part is controlled by the scheduled training program you have assigned to the rider.
