Since its an NE race, riders dont have to ride for their trade teams, so will ride in squads sponsored by Australian companies.
For example, the 02 Reflections team is made up of Simon Gerrans and Jeremy Hunt (Cervelo), Baden Cooke (Vaconsoleil), Matt Wilson (Team Type 1) and another Aussie Chris Tymms.
Strangely enough, Rujano who signed for Colombia es Pasión is riding the Vuelta al Tachira for the smaller Venezuelan Gobernacion Del Zulia team, with Manuel Medina.
Also, LPR's Damiano Caruso is riding it for GS Mastromarco Sensi Mapooro
Crue, Medina was already at Gobernacion - while Cyclingnews had a report on the 14th December to say that Rujano had joined Gobernacion. I dont remember seeing any reports that he had joined the Colombia es Pasion team.
He's riding for Cervelo, of course
