Good day. how does potential work in pcm 2024? do the riders have a certain treshold over which they cannot go over? Or with good results and training they can get better than their first potential?

Potential influences the stat limits of a rider at the start of a career (unless the limits are hardcoded by the DB makers).
Additionally, it influences the speed at which the stats increase, which is also influenced by the quality and workload of the assigned trainer.

On each January 6th, a small set of young riders randomly get their potential and their stat limits increased or decreased by a small to moderate margin, apart from this mechanic there is no way for a rider to exceed his initial stat limits or potential.
