Bikes, helmets are invisible and other issues

Hello, I tried downloading the file from steam, but it did not work. It appears as subscribed but there is nothing downloaded in the content file.
Then I did it manually downloading it here, but I see a lot of pictures are missing for the races and the team jerseys, and when I start playing, the riders appear without helmet, and the pedals are the only visible part of the bike, the rest is invisible.
I also tried to start a career mode, but when I added Vuelta a Colombia, all the 8 stages are the same one from Quebec to Quebec.

I appreciate if you can help me. I had to delete the 2022, which was my first PCM, to have the space to install the 2023.

I appreciate your help.
